Is domain controller mandatory for vCenter heartbeat

Hello,

I am trying to install vCenter Heartbeat 6.5 at my test lab, both Primary and secondary vCenter are going to be VMs.

I wanted to know is AD and domain controller must for working of heartbeat. Also if we dont have any domain cotroller in our enviornment then how we can install vCenter heartbeat.
