I don't believe they count in licensing because they're not being protected by vCNS. I looked through the vCNS FAQ at http://www.vmware.com/files/pdf/products/vcns/VMware-vCloud-Network-Security-FAQ.pdf. I would check with a reseller/VMware Sales Professional though.
